Just setting up an account will not give you a dedicated IP address--you will be set up for shared hosting on one IP address with other customers. Generally unless you need a dedicated IP for an SSL Certificate or Anonymous FTP access you do not need a dedicated IP address. If you would like one for one of these needs, or something else, please contact us and we can issue you a dedicated IP address for a small fee.
